The Bureau of Emigration & Overseas Employment (BEOE) is the federal department that legally clears every Pakistani going abroad for work. If you are searching for BEOE jobs 2026, this guide explains exactly how the official foreign jobs portal works, what the government fees are, and the step-by-step registration process at the Protector of Emigrants office.
BEOE does not employ workers itself — it licenses recruitment agencies, publishes verified foreign job demands, and issues emigration “Protection” to workers. Understanding this saves you from the biggest cause of visa fraud in Pakistan.
BEOE Jobs 2026 — Overview
The Bureau of Emigration & Overseas Employment was established on 1 October 1971 and works as an attached department of the Ministry of Overseas Pakistanis & Human Resource Development (MOP&HRD). Since 1971 it has processed the emigration of more than 10 million Pakistani workers.
Its main functions are registering emigrants, licensing and supervising Overseas Employment Promoters (OEPs), running Community Welfare Attaché offices abroad, processing worker complaints, and maintaining the national foreign job demand database.
As of August 2026, the BEOE foreign jobs portal carries roughly 24,000 live demand records covering close to 100,000 available positions. These counters update continuously as demands are filled.
BEOE Foreign Jobs Portal — What Is Available
| Country | Live Demand Records | Typical Salary Range |
| Saudi Arabia | 20,395 | SAR 1,000 – 5,987 |
| Qatar | 297 | QAR 1,000 – 1,300 |
| Kuwait | 91 | KWD 140 – 160 |
| United Arab Emirates | 75 | AED 1,000 – 1,920 |
| Romania | 39 | EUR 600 – 900 |
| Oman | 27 | OMR 120 – 1,500 |
Saudi Arabia alone accounts for roughly 85% of all live demands. Common trades include house worker, personal and heavy truck driver, load-and-unload worker, mason, electrician, plumber, tile mason, crane operator, farm worker, security guard, cleaner, steward, nursing technician and mechanical engineer.
Every listing on the portal displays the OEP name, its licence number, the demand permission number and the grant date — the four details you must check before paying anyone.
Two Legal Ways to Go Abroad for Work
- Through a licensed OEP: a BEOE-licensed recruitment agency processes your case against an approved foreign demand. There are currently 2,785 valid OEP licences (plus 709 expired and 888 cancelled — always check the status).
- Direct employment visa: you arrange the job yourself, or through relatives and friends already working abroad.
Both routes require registration with the Protector of Emigrants. There is no legal third route — anyone offering you overseas employment on a visit or tourist visa is acting illegally.
Official BEOE Fee Structure 2026
| Fee Component | Through OEP (PKR) | Direct Employment (PKR) |
| OEP Service Charges | 15,000 | — |
| Welfare Fund (OPF) | 4,000 | 4,000 |
| Insurance Premium | 2,500 | 2,500 |
| Registration Fee | 500 | 2,500 |
| OEC Fee | 200 | 200 |
| Total | 22,200 | 9,200 |
Fees are paid through National Bank of Pakistan (NBP) vouchers, the Sohni Dharti Remittance Programme, or the new QR-based cashless payment system. Fees are the same for every destination country.
What the Rs. 2,500 insurance premium buys: life, death and disability cover of Rs. 1,000,000 through State Life Insurance Corporation, valid for 5 years. If you do not renew it, the policy pays nothing — renew before it lapses.
Welfare Fund (OPF) benefits: children’s education and school admission assistance, airport guidance, housing schemes, industrial investment opportunities, and financial assistance in accidents and emergencies.
How to Register with BEOE — Step by Step
- Find a demand. Search the official portal at beoe.gov.pk/foreign-jobs by trade, country or salary. Note the permission number and OEP licence number.
- Verify the OEP licence at beoe.gov.pk/list-of-oeps before paying anything. Confirm the status shows “Valid” and the expiry date has not passed.
- Sign the Foreign Service Agreement (FSA) with the employer. The Protectorate of Emigrants must countersign it — this is what “Protection” legally means.
- Register online through the BEOE e-Protector system with your employment details, CNIC, passport, insurance and nominee information, and bank details.
- Upload documents (maximum 1 MB each): employment visa copy, passport pages, CNIC front and back, employment contract, signed undertaking, and country-specific medical certificates where required.
- Pay the government fees via NBP voucher or the QR cashless system and keep every receipt.
- Visit the Protector of Emigrants office for the four-stage process: document verification → briefing and registration (Protector sticker pasted on your passport) → Protector sign-off and passport embossing → final orientation on your health and legal rights.
Documents Required
- Direct route: online registration request, visa, valid passport, valid CNIC, signed employment contract or approved undertaking, registration fee receipt, welfare fund receipt, emigration promotion fee receipt, State Life Insurance certificate, NOC (for ex-service personnel, government employees and nurses), Police Character Certificate and Medical Fitness Report for specified countries, and Soft Skills Certificate.
- Through an OEP: permission number, passport, CNIC, insurance certificate, welfare fund slip, protector fee slip, bank certificate / OEP service charges receipt, registration fee slip, adhesive stamp fee receipt, Foreign Service Agreement and Soft Skills Certificate.
- Not required: affidavits from spouse or parents, and a driving licence. If an agent demands these, be cautious.

How to Avoid Visa Fraud
- Deal only with BEOE-licensed agencies and verify the licence status online first.
- Confirm the agency holds a genuine job order with a permission number.
- Transact only at the agency’s registered address, never at a private house or through a personal WhatsApp number.
- Never pay above the permitted placement fee, and always demand an official receipt.
- Ignore advertisements asking you to send money to a P.O. Box or a personal account.
- Be careful of travel agencies and training centres promising overseas jobs.
- Never accept a visit or tourist visa for employment purposes.
To report fraud: file a complaint at beoe.gov.pk/complaints, at any Protectorate office, or with the FIA Overseas Pakistanis Complaint Cell on UAN +92-51-111-345-786 or helpline 1991. Complaints against fake agents are referred to the FIA.

Frequently Asked Questions
Does BEOE give jobs directly?
No. BEOE is a regulator. It publishes verified foreign job demands, licenses recruitment agencies and issues emigration Protection. The actual employer is a foreign company, and the processing is done by a licensed OEP or by you directly.
How much does BEOE registration cost in 2026?
Rs. 22,200 in total if you go through a licensed OEP (including Rs. 15,000 agency service charges), or Rs. 9,200 if you arrange a direct employment visa yourself.
How do I check if an agent is licensed?
Search the agency name, proprietor name or licence number at beoe.gov.pk/list-of-oeps and confirm the status reads “Valid” with an unexpired date. Nearly 1,600 licences are expired or cancelled, so presence in the database alone is not enough.
Which country has the most jobs on the BEOE portal?
Saudi Arabia, with over 20,000 live demand records — roughly 85% of everything listed.
Is there a last date to apply?
No single deadline. Each demand permission is valid for 120 days from its grant date, so individual listings expire and new ones are added daily.
What if I am cheated by an agent?
File a complaint at beoe.gov.pk/complaints, at any Protector of Emigrants office, or with the FIA Overseas Pakistanis Complaint Cell on 051-111-345-786 / helpline 1991.
Disclaimer: Fee amounts, demand counts and office details are taken from the official BEOE website (beoe.gov.pk) as of 2 August 2026. Portal figures change daily. Always confirm current fees, demand validity and OEP licence status directly with BEOE or your nearest Protector of Emigrants office before paying any money.
