Most Pakistani workers focus only on Saudi Arabia, but the official Bureau of Emigration & Overseas Employment (BEOE) portal also carries live, government-approved demands for Qatar, the United Arab Emirates, Kuwait, Oman and Romania. Several of these markets pay better than entry-level Saudi jobs and have far less competition.

This guide lists what is actually available as of 2 August 2026, with the real salary figures shown on the portal.

Gulf & Europe Jobs 2026 — Overview

Pakistan is targeting 800,000 overseas jobs in 2026, up from 740,000 workers sent abroad in 2025. In the first five months of 2026, 278,563 workers were registered for overseas employment, with Saudi Arabia (143,586), the UAE (~50,000), Qatar (25,500) and Bahrain (10,129) leading.

In July 2026 the government launched the National Emigration and Welfare Policy 2026, which includes revised OEP regulations, a Labour Market Research Cell, an international call centre for worker grievances, special courts for faster dispute resolution, and EU Talent Partnerships aimed at opening more European labour markets to Pakistani workers.

Eligibility Criteria

• Nationality: Pakistani, with valid CNIC and machine-readable passport.
• Age: generally 21 – 45 years, varying by employer and destination.
• Education: not required for cleaning, loading, warehouse and general labour roles. Skilled trades require a relevant certificate or diploma; engineering and management roles require a recognised degree.
• Experience: skilled trades typically require 2 – 5 years of relevant experience and a trade test.
• Medical: a fitness certificate is mandatory. Qatar and Malaysia require the certificate to be uploaded during BEOE online registration.
• Language: basic English is an advantage for UAE and Qatar service roles; European placements may require a language assessment.

How to Apply

1. Open the official portal at beoe.gov.pk/foreign-jobs.
2. Use the country filter to select Qatar, UAE, Kuwait, Oman or Romania, then filter by trade or salary.
3. Note the OEP name, licence number, permission number and grant date shown against the demand.
4. Verify the OEP licence at beoe.gov.pk/list-of-oeps — the status must read “Valid” and must not be expired.
5. Visit the OEP at its registered office address, appear for the interview and trade test, and sign the Foreign Service Agreement.
6. Complete your medical and any country-specific requirements.
7. Register online with BEOE and pay government fees via NBP voucher or the QR cashless system.
8. Attend the Protector of Emigrants office for briefing, registration and passport embossing.
